Clinton says Mexico drug war beginning to resemble insurgency

WASHINGTON _ Mexico's struggle against powerful drug cartels increasingly resembles an insurgency that challenges the government's control of its own soil, Secretary of State Hillary Rodham Clinton said Wednesday.

Clinton compared Mexico's battle against the drug cartels to Colombia's recent struggle against a drug-financed leftist insurgency that, at its peak, controlled up to 40 percent of that country. She said the United States, Mexico and Central American countries need to cooperate on an "equivalent" of Plan Colombia," the multibillion dollar military and aid program that sought to turn back Colombia's leftist militants.

"These drug cartels are showing more and more indices of insurgencies," Clinton said in response to a question following a speech at the Council on Foreign Relations in Washington. "It's looking more like Colombia did when the narco-traffickers controlled certain parts of the country."
